Why a Conference

Higher Education reform that was started by the Pakatan Harapan Government in 2019 came to an end with the unexpected and hasty change of government in early 2020. What was intended in the attempt was nothing less than an overhaul of the entire higher education system. This included a review of the Universities and University Colleges Act 1971, the Private Higher Educational Institutions Act 1996 and the National Council on Higher Education Act 1996 and other legislation that impacted on higher education. Despite the drawback, the attempt at reform had achieved some results. Six papers were presented to the Minister in Dec 2019 that gave an almost comprehensive account of the reform that was needed in higher education. Despite the wide circulation of the papers through townhalls organized by the JPT, further action on the papers was aborted when the government changed at the end of Feb 2020 and the Pakatan Harapan was no longer in power.

The conference sets out to review the reforms that were proposed in the six papers and to make further recommendations on the directions higher education must take in this country to ensure that higher education serves public needs.
